First, spray you hair with lots of hair spray, specially by the roots, massage the hairspray evenly to the hair, and then dry with hair dryer. It will make your hair stand straight and lets you create spikey shapes. Now, form the spikes with your hands, and spray with hair spray evenly on all the length. When spikes are formed, use the hair dryer again to dry and "cement" the spikes. You should now have great bouncy spikes that will last the whole day.
